Where the same contract clause, evidence type or finding category appears across multiple engagements, Insights is designed to surface it — so recurring issues become visible as patterns rather than as isolated findings.

Portfolio-level recurrence detection

A finding that appears on one engagement may be unexceptional. The same finding appearing across ten, against the same contract type, is a signal about the sector. Insights is designed to distinguish the two.

Institutional knowledge preservation

Insights is designed to hold the analytical record so that what was learned on one engagement remains accessible to the next — independently of who was in the room when the finding was made.

Read-only by design — no governed state originated

Insights is designed to observe the record that other capabilities have built and never to alter it. It will hold no authority and will not be capable of initiating a finding, gate or action.

Governed architecture — read-only by design.

The read-only constraint on Insights is an architectural requirement, not a configuration choice. Its governance specification prohibits it from originating governed state, and that constraint is enforced at the platform level by Command — not left to the application logic of the capability itself.

This matters because portfolio analysis creates a risk that observations at that level are mistaken for findings. They are not. Insights is designed to describe what the record contains; the findings that describe what those observations mean are made by people, at the engagement level, through TRACE.
