What it does.
Executes deterministic tests
Rules execute deterministically: the same inputs produce the same result, and the result can be replayed.
Assembles the evidence chain
Each observation carries the artefacts it rests on, their source and their independence — not a citation, the artefacts.
Corroborates before it concludes
Contract clauses, prior findings and precedent are cross-referenced to give context. Context informs the person; it does not decide.
Presents a draft finding for authorship
The finding arrives drafted, cited and ready. It becomes a finding when a named person makes it one.

The observation is not the finding.
An observation is what the platform noticed. A finding is what a person concluded. The distance between the two is the entire product.
The scale distinguishes what the record establishes from what requires human judgement. Deterministic processing can count, compare and structure the evidence; it does not decide what that evidence ultimately means. Where a conclusion or certification is required, a named person makes that decision and the record carries their identity.
EVIDENCE REQUESTS
Not found is not the same as does not exist.
When a test needs evidence that is not in the record, TRACE records the gap against the requirement that created it. Where the answer matters, the request for that evidence is part of the record too — and evidence that comes back is registered into the same controlled chain as everything else. Where governed inquiry produces no evidence, the resulting absence is recorded with its own provenance and can itself be tested.
A defensible absence records the inquiry behind it. It is not inferred from silence.

No report is issued without human approval. TRACE may draft, assemble and present; it may not approve a finding, close a finding, or issue anything.
