Programme and portfolio assurance
Consistency across a programme is not achieved by issuing a methodology. It is achieved by being able to see whether the methodology was applied.
The situation.
On a major programme with multiple packages, suppliers and assurance teams, consistency is a governance requirement that is difficult to verify. Each package may be running its own evidence records, applying the same methodology in slightly different ways, producing findings that are not directly comparable because they were not produced from a common framework.
The programme director needs to know whether assurance is being applied uniformly — whether the same type of issue is being found at the same rate, whether the same contract clause is being applied consistently across similar packages, whether one supplier's engagement is being scrutinised with the same rigour as another's. That question requires a portfolio view, and a portfolio view requires a common evidence base.
Where assurance is run without a governed platform, the evidence is held in package-level evidence records that were never designed to be read across. The patterns that would be visible to a programme-level view are instead visible only to individual practitioners — and only for as long as they remain on the programme.
What is hard about it today.
- Package-level evidence records are not designed to be read across — a portfolio view requires manual aggregation.
- The same issue recurring across packages is not visible until someone looks across all of them at once.
- Inconsistent application of the methodology is only detectable through direct comparison of evidence, which requires access to and understanding of all package records.
- The pattern of a programme — what is being found, by whom, at what rate — is not recorded in a form that outlasts the team that holds it.
- Governance authority over the assurance methodology is difficult to exercise without a single view of how that methodology is being applied.
